Bump-only release: the four package.json versions to 0.75.0, and the CHANGELOG's Unreleased section (#394 and #398) dated as 0.75.0. #393 changes only the development toolchain and has no entry. pnpm-lock.yaml is unchanged; build, typecheck and lint pass, and tests pass for sdk (67) and cli (1618). In core, 2979 pass locally; the one test that signs a commit with ssh-keygen cannot write git's signing buffer in the local environment and is left to CI.
