AICc is now `Inf` when the number of observations is less than the number of parameters plus two as the small sample correction is undefined
Replace the standalone r-lib workflows on dev with thin callers to the reusable CI in poissonconsulting/.github (R-CMD-check, test-coverage, pkgdown, check-no-suggests), keeping slack-check-package. The callers run all checks on pull requests targeting dev, which the upstream workflows (branch filter: main) never did. main stays a clean mirror of bcgov/ssdtools; this lands on dev only. latex2exp is in Suggests but the faqs.Rmd chunk called it unconditionally, so vignette building failed when the package is absent (e.g. R CMD check with hard dependencies only). `ssd_hc()` and `ssd_hp()` return one row per input value when values are duplicated
Standardize CI on dev (tier: cran)
Removes three slow tests (ssd_hp cis with non-convergence, ssd_hp fix_weight, weibull bootstraps anona) and their snapshots, cutting the test suite time by about 20%. The tests and snapshots are added unchanged to poissonconsulting/ssdtests. The multi_free/multi_fixed and weighted_samples code paths remain covered at nboot = 10 by test-hc.R, test-hc-root.R, test-hcp-root.R and test-hp-root.R. fledge derived the entry from merge-commit subjects because the PR lookups 404'd: this repo is a fork of bcgov/ssdtools and the merge commits reference upstream PR numbers (bcgov#472, bcgov#478, bcgov#480, bcgov#481) that do not exist in poissonconsulting/ssdtools. That left four raw 'Merge pull request' bullets plus a duplicate of the 2.6.0.9002 entry. Replaced with the user-facing changes since v2.6.0.9002.
