docs: correct the v0.4.0 new-finding-id count - #30

The 0.4.0 entry said 18 new finding ids. A registry diff between the v0.3.0 and v0.4.0 tags gives 48 -> 67, which is 19. Caught while regenerating the wiki's Finding-Reference from registry.py, which is the reason that page is generated rather than hand-maintained.

Finding-Referencefromregistry.py— which is exactly why that page is generated rather than hand-maintained. Leaving this PR open for review rather than self-merging.
