no action binded to photo-panel_placeholder

There is no action binded to photo-panel_placeholder in photo_panel section on write-off page (homepage). Only the "photo-panel__action" label is clickable. Since the users will be using the application through mobile devices, not intuitive that the placeholder is not clickable. Quick fix required.
