Publish built image to GHCR on merge to main - #3

Adds a publish-image job pushing to ghcr.io/better-together-org/mail-receiver (tagged :latest and by commit SHA) using the built-in GITHUB_TOKEN, since this fork isn't published to Docker Hub under the upstream discourse/ mail-receiver name. Also fixes the manual `build` script to target the same registry.

Adds a CI job publishing to ghcr.io/better-together-org/mail-receiver on push to main, since this fork doesn't publish to Docker Hub under the upstream name. Needed so do-3 can pull our fork's image (with the new CE ingress target) instead of the stock discourse/mail-receiver:release.
