This can't go green — same constraint that closed #116 on main.

Microsoft.AspNetCore.OpenApi 10.0.x requires Microsoft.OpenApi >= 2.7.5 && < 3.0.0, so resolving 3.10.2 trips NU1608, which Directory.Build.props promotes to an error. Both Backend build, tests, live smoke test and OpenAPI client drift check are red here for that reason.

The ignore rule added in #117 only covered the main nuget entry — Dependabot ignore rules are per-entry, so this branch's entry was still unguarded. #127 adds the same rule here, with the condition for lifting it once AspNetCore.OpenApi takes a 3.x dependency.
