fix: minimumReleaseAgeExclude entries should use bare package names

What changes

`pnpm-workspace.yaml`'s `minimumReleaseAgeExclude` entries `tanstack-router-ga4@1.6.0` and `yargs-file-commands@1.2.2` (added in #62) should be bare package names: `tanstack-router-ga4` and `yargs-file-commands`.

Why

pnpm's `minimumReleaseAgeExclude` matches on package name only; a pinned `name@version` entry doesn't match pnpm's expected format and won't reliably exclude the package from the minimum release age check.

Constraints

Only touch the two entries in `minimumReleaseAgeExclude`; leave the rest of `pnpm-workspace.yaml` untouched.

Acceptance criteria

• Entries are bare package names with no `@version` suffix
• `pnpm install` resolves cleanly
