chore(ui): responsive dashboard and loan polish

Summary

• tighten responsive layout on the authenticated loans dashboard tabs/actions
• make loan create/edit form sections stack safely on small screens
• harden public loan detail, loan cards, and dashboard cards against long labels/amounts and narrow viewports

Notes

• npm run design:check still reports existing violations outside this PR surface; touched PublicEntityDetailPage shadow violation was fixed.
