We will soon merge #2992. That PR changes a lot of code that calculates multipliers, especially code involving NFG, so we need to improve our test suite.
This test suite originally had a test for the ZOE effect, but I decided not to include it in this PR. #2992 makes a behavior change, so I'll add that test later after we discuss the change in #2992.
