Inscribe no longer ships Babylon, Private Payments or Protocol Assurance (inscribe commit 8da87e55967 on remove/babylon-pp-assurance-20260926).

Local checks: copy, public-safety, manifest, learning-manifest, app-intents, visual-coverage, media-freshness, practice-safety, markdown and test:learning pass. structured-data and machine-readable could not run on the Windows host (they spawn npm.cmd without a shell) and are left to CI.

…Private Payments and Protocol Assurance

- data/inscribe-learning.manifest.json and the vendored package come from
docs-platform 6f93aae, pinned to inscribe 8da87e55967, which removes the
three products. Only their three guides drop out.
- public/practice/sim is the audited offline practice build from the same
  inscribe commit.
