## When build checks are delayed

A queued or interrupted build has not passed validation. Runner recovery and changes
that reduce test memory use do not authorize a release by themselves. The exact
source commit still needs every required check, including the complete coverage
suite and the existing browser comparisons. Results from an earlier commit cannot
stand in for that evidence.
