This PR is the VisionAssist perception adapter inside the full BitEvo System Universe P0 federation.

Scope:

• pure export from validated visionassist.market_observation.v1 to hash-bound tradingos.visual_market_evidence.v1;
• requires PROVIDED_CONTEXT for symbol/venue/timeframe;
• returns a direct trade_case_ref for TradingOS;
• preserves DIAGNOSTIC_ONLY / NO_ACTION / HOLD / DENY / can_trade=false;
• no model call is required by this export path.

• P0 Shadow Verify run 32273788605: completed FAILURE;
• job exposed no executed steps and no logs;
