[CTX-0173] AI-0343 candidate design: headed Agent contracts
Status: draft candidate design; not accepted. AI-0343 / #549 remains open.
This change defines reusable bitty-ai contracts for a future sibling Headed
Agent plugin without adding headed UI, TTS, avatar, or 3D behavior to Wheel.
Wheel remains a focused Coding Agent Harness; the Headed Agent is a sibling
consumer of Core and bitty-ai with no wheel.* dependency. Nothing here is
implemented or shipped.
Covered: session lifecycle and bounded streaming, version negotiation,
routing/snapshots/tool approval, panel and Event Bus ownership, multi-panel
suspend/resume, speech request/stream/cancel, avatar state/animation/viseme
events, budgets, platform fallback, security/privacy/consent, ownership matrix,
and open points.
Verification:
just checkpassed (Prettier 3.9.6, markdownlint-cli2 0.23.1,links, metadata, language, AGENTS/TODO budgets, hygiene, SVG, actionlint
1.7.12).

Review gate: the seven-row P0 Review Sign-off table is the single authoritative
gate set and all rows remain Pending. Open-point routings are proposed; entries
