Commander: Candidate RFC, reviewed twice (spine/status/self-containment + DIR-021 fix verified). Renumbered 0006->0007 (collision with panel-provider RFC). Merging via admin.

Candidate RFC: backdrop layering (L-0..L-8, DIR-021-aligned), ownership split (core compositing vs bitty-graphics blend math), frozen semantics (opacity/blur/image), quality path (linear+dither opt-in), slice order S0-S4 + verification obligations.
Reviewed twice (spine/status/self-containment PASS; DIR-021 inversion fixed, blur gate normative, sandbox key full form). Not accepted, no OQ closed, no product code.
