Summary

just workflow-publish inlined a bare carryctx export --publication plus git push, so a clone whose local refs/heads/carryctx-snapshots lagged the remote could produce a non-fast-forward push, and a stale checkout could publish a source revision the Snapshot source gate rejects.

• Vendors the canonical scripts/workflow-publish.sh (byte-identical to bitty-ai/scripts/workflow-publish.sh, sha256 4c3338457588b6988d9b0dfb4f049c117d39c74a8c29552352c8f9678be5247e).
• Points just workflow-publish at the script; the recipe no longer embeds publication logic.
• Leaves .github/workflows/snapshot-source.yml unchanged.

The script aligns local refs/heads/carryctx-snapshots to refs/remotes/origin/carryctx-snapshots before exporting, refuses a HEAD that is not reachable from origin/main, verifies manifest.redacted, and pushes only when the ref advanced.

• bash -n, shellcheck -S warning, and shfmt -d pass.
• actionlint -shellcheck= passes.
• scripts/workflow-publish.sh --dry-run from a detached origin/main checkout passes (no ref write, no push).
