Summary

The merge closeout had no named recipe for the in-repo CarryCtx publication, so refs/heads/carryctx-snapshots drifted behind main and the scheduled Snapshot source gate stayed red (bitty#2258).

• Adds just workflow-publish: carryctx export --publication into a temporary directory, then pushes refs/heads/carryctx-snapshots. refs/carryctx/local is never pushed.
• Adds just workflow-import: fetch and import the published snapshot for fresh-clone recovery.
• Mirrors the recipe already used by the other extension repositories; redaction stays inside carryctx export --publication.

Verification

• just --list resolves both recipes.
• Publication performed from origin/main; snapshot source trailer matches main HEAD.
• Workflow files unchanged in this PR.
