[plugins] Palette must acquire capture + ship non-empty default scene #1971
Without capture acquire, W-01 surfaces nothing; default scene is empty so even the fixed empty-overlay chrome shows only a pill. Headed acceptance of #1966 needs both.
Palette fix is up for review: bitty-terminal/palette#34 ([CTX-1156] fix: lower compat floor and acquire overlay capture). Head OID 3ebeb67. Covers #1971 (capture acquire + non-empty default scene) plus #1970 in the same branch. Headed WS5 proof shot with visible PaletteNo entries overlay in the PR body. Do NOT merge/close per owning task; implementer stops at review.
