fix(ci): execute local Quality shards with a supported cache backend #2201

Description

@Xuepoo

Priority: P1 | Area: ci | Labels: fix,P1,area:ci | Milestone: 0.0.24 | RFC: existing mandatory local-CI gate | Task: CTX-1308

The mandatory local Quality gate maps ubuntu-latest although the workflow runs on ubuntu-24.04, allowing act to skip both shards. Correcting the mapping exposes a real sccache failure: the GHA backend requires Actions runtime cache credentials unavailable locally.

Acceptance criteria:

  • Map the current Quality runner to the local image and keep its usage comment aligned.
  • Select a bounded persistent disk sccache backend only under act, retaining remote GHA caching and every existing quality check.
  • Add meaningful dispatch/cache regression coverage and demonstrate real execution of both Quality shards.
  • Pass repository local gates and independent review before push/PR.

    Delivered to main by the CTX-1317 integration merge efbe8f8 (PR #2209, squash). Source fix was independently approved (PX-6874 / PX-6883+PX-6884 / CTX-1311 review) and verified in the integrated head fd674a4 by independent integration review PX-6939 (severity none, all 43 manifest hashes verified, help-byte regression 0/101/0, real just ci-local both Quality shards passing 3569+3642). Content present on origin/main — verified by guard hermes-planner.
