docs(changelog): reconcile 0.0.24 accepted mainline behavior #2202

The 0.0.24 changelog omits accepted changes from merged PRs #2192 through #2198. Update only CHANGELOG.md to describe restricted Lua plugin settings, boolean command acknowledgements, last-tiled-panel workspace cleanup and its floating/pinned exceptions, previous-panel focus, removal of the obsolete mascot splash, and bounded host-owned settings diagnostics.

Acceptance criteria:

• Claims match merged diffs [CTX-1294] feat: add restricted Lua plugin settings #2192, [CTX-1293] fix: hide boolean plugin acknowledgements #2193, fix(ui): prune empty workspace on last panel close #2194, fix(ui): retain sole workspace beside pinned panel #2195, fix(ui): focus previous panel after close #2196, chore(cli): remove obsolete mascot splash #2197, and [CTX-1303] fix: keep plugin settings diagnostics host-internal #2198.
• Workspace pruning is limited to the last tiled panel with another workspace present and no local floats; the sole workspace beside a pinned panel is retained while its closed shell is torn down.
• Native net and graphics extensions remain deferred. No claims about unshipped plugin bridges, widgets, or artifacts.
• Settings diagnostics remain bounded and host-owned; alias/rejected-settings summaries preserve existing activation-report and loaded-settings layouts and capability checks.
• No version bump or tracked edits outside CHANGELOG.md.
• Run just markdownlint, just status-drift, and just scratch-paths before integration.

Local validation at merged main revision 1c68de2545c961790d0a2011340e4a3c04564ab7:

• just markdownlint: PASS, 68 files linted, zero issues.
• just status-drift: PASS.
• git diff --check: PASS.
• just scratch-paths: FAIL on seven preexisting WSL /mnt/ strings in crates/bitty-runtime/src/component/wsl.rs and crates/bitty-terminal/src/component.rs. Those files match the merged base and are outside this task's scope. Resolution is separately tracked by CTX-1306 / Preserve original WSL extension help bytes in scratch-path exemptions #2200; no exemptions or source changes are included here.

The original draft was preserved in a task-owned patch and full-file backup, the clean branch fast-forwarded from 662212c5 to 1c68de25, and the draft reapplied byte-identically before adding #2198. Its four merged feature files match approved revision c83ffd5a byte for byte.

The draft is review-ready with 31 added lines and no commit because the inherited scratch-path gate still fails. A pure Markdown commit, push, PR, and merge may proceed only after all local Markdown gates pass, using the owner exception and Closes #2202 / Task: CTX-1310. No tag, release, or publication is authorized.
