it was open, and one of them invalidates a claim the entry makes.

• command_invoke deflake ([0.0.25] fix(runtime): deflake command_invoke RC-1 wall budget under CI load #2298): the cross-VM test no longer races the
  50 ms production RC-1 wall budget under shard load.
• Per-plugin settings CLI ([CTX-2246] feat(cli): inspect and scaffold per-plugin settings #2299): bitty plugin config show|scaffold,
  schema and layer reporting, atomic canonical Lua template.
• Publication-control CI coverage ([CTX-1378] test(runtime): compile publication-control on Windows CI and cover feature warnings #2293): Windows compile plus the
  non-Unix fail-closed test, and feature-combination clippy without
  allow(dead_code).
• Provenance now records the audited head af59f71d.

Non-claims

• PR [CTX-1379] fix(lua,runtime): bound RC-1 wall and pattern fuel for host calls (#2285) #2292 (RC-1 fuel accounting for host calls) is still open and unmerged, so
  the entry keeps claiming nothing for it.
• No tag, release, or artifact publication is claimed. Merges after
  af59f71d are covered by the next synchronization.
