Summary
The metadata gate ran
just checkwithout materializing the pinned dev dependencies, somanifest,lua, andtestalways failed at thedepsguard (dependencies are not installed; run 'just install'). This adds the missingjust installstep beforejust check, matching the metadata job in the siblingcopy-modeandsearchrepositories exactly.No other workflow behavior changes.
