Adds the qualified BTDU orientation topology layer, math/code/English query surfaces, v3.4.3 build and architecture manifests, regression coverage, and public qualification/source-provenance evidence. Runtime databases, the multi-GB BTDU journal, authority material, and machine state remain excluded.
