What does this add or change?

Same two fixes as awesome-cnc#4:

  1. The PR review gives Copilot the PR description as background context. It goes in its own <pr_description> block, with checklists and hidden comments stripped, instead of as the submitter's "why it belongs". This stops PR summaries being flagged as attempts to influence the verdict, as happened on Add OpenSpindle to Controllers & Apps #4 (OpenSpindle). Direct instructions aimed at the model are still red flags.
  2. The weekly link check closes the "Broken links" issue once a later run passes, so one-off site errors like the YouTube 500 in Broken links #1 clear themselves.

Issue submissions and the security setup are unchanged. Both changes take effect after merge.
