docs: improve SEO titles and descriptions on section landing pages

Summary

Replaces boilerplate "X section index" titles and a duplicated description across 13 landing pages with unique, descriptive metadata.

Changes

• Rewrote title on 12 section landing pages (Agents.mdx, Sandboxes.mdx, Jobs.mdx, Models.mdx, Functions.mdx, Infrastructure.mdx, Observability.mdx, Security.mdx, Model-Governance.mdx, api-reference.mdx, cli-reference.mdx, sdk-reference.mdx) to describe specific content instead of the boilerplate "X section index" pattern.
• Rewrote description on the same pages so each is unique, 130–160 characters, and includes searchable terms.
• Updated the platform Overview.mdx description so it no longer duplicates the home page description (index.mdx is a symlink to Overview.mdx).

Context

Audit of all MDX files surfaced 12 pages with boilerplate titles and one duplicated description. No other pages had missing, too-short, too-long, or duplicate title/description issues. OpenAPI pages were not modified (none used operation references with description fields). No content or spec files were changed.
