Reapply once Phase 2 launch has generated traction. The signals they cited
as missing were:
- GitHub stars, forks, contributors
- Independent references (Reddit, Stack Overflow, YouTube)
- External articles, blog posts, or institutional backing
- Evidence of sustained activity and user engagement

integration. It works alongside a Certum or other certificate, not instead of it.
If approved, the Certum certificate key would move to SignPath's HSM infrastructure,
improving security without requiring a new certificate.
