Update Python dependencies and repair locks

Summary

• update the Python runtime and development dependency set
• retain the Sphinx-compatible docutils constraint below 0.23
• resolve Streamlit 1.59.2 with compatible pyarrow 24.0.0 locks
• preserve the Linux-only hashed lock entries

This user-authored PR supersedes #18.

Verification

• Python 3.13 runtime hash-locked install passed
• Python 3.13 development hash-locked install passed
• pip check reported no broken requirements
• pip-audit reported no known vulnerabilities for both lockfiles
• git diff --check passed
