Adds an index file (
bridgelet-audit/runbooks/README.md) that lists every available runbook with a one-line summary and link.To ensure operators and incident responders can quickly find the right runbook during an emergency, the runbooks have been categorized into:

contracts/,docs/,scripts/, ortools/.
