Go minimum version bumped, CI workflows left on 1.23

Medium Severity

The go directive was bumped from 1.23.1 to 1.25.0 and the toolchain go1.23.3 directive was removed as a side effect of this dependency bump. All seven CI workflows (codeql-analysis.yml, lint.yml, performance.yml, test.yml, smoke.yml, release.yml) still specify go-version: "1.23". While GOTOOLCHAIN=auto may cause Go 1.23 to auto-download 1.25.0, this is fragile — it depends on network access, caching, and Go toolchain download infrastructure. The release.yml workflow in particular builds production artifacts with a mismatched Go version.
