Description of Change
Cherry pick of fixes from Electron 28:
fix(video): repaint after late size change OS-20711
fix: Brightsign fire TimeChanged for equal-time seeks on seek completion OS-21551 (#155)
Note:
Will rebase and merge this PR to keep them as separate commits, to make it easier when we next upgrade Electron.
Will squash these into the main video player patch next time we upgrade Electron.
