replace gsutil calls with gcloud storage [DUE 2026] #5592

The gcloud CLI will deprecate gsutil usage in March 2027, which will break all such calls in seqr. The recommended upgrade is to use gcloud storage instead. We should proactively make this update before it becomes urgent
