Plant, Controller, Setpoint, Gate, Primitive, Hook, Companion Skill, Release.
Each phase closes specific gaps from §4 of the canonical spec. Every phase is one PR, with concrete deliverables + tests + SLO targets + risks per §6 of the spec.
Cadence
≈ 1 release per 1-2 weeks. L3 stability budget (λ₃ ≈ 0.006) demands deliberate pacing.
