Edition conflict with locale creation

Describe the bug
I translated the CPS2022 article into german, which took some time working on the edit page. During that time, someone associated new photos to the article. The unexpected result was that the creation of the new locale german erased these associations, see Association history at 2022-09-29 16:34:28 . This should not happen.

that's because you're a lucky admin with association removal rights

what happens to mere mortals is the edit is rejected and we have to painfully copy-paste any edit into a new edit page based of the latest version

This happened to me, I had 2 tabs open

• a "saved" version to look at the map, where I "accidentally" updated associations with the assistant
• an "edit" version where I was filling the text

A bit of a corner case of course.
