Move snap management to `cosl` and import in Otelcol and BE machine

We started work on several snap-management-related modules in Otelcol machine. Now, we are re-using those same modules in Blackbox Exporter machine.

Perhaps it would be better if we moved all snap-management-related logic to this package here and import it where needed.
