Update `oauth` lib in charmlibs and add deprecation notice to charmcraft lib

### Enhancement Proposal

There was a recent change in the [oauth](https://github.com/canonical/hydra-operator/blob/main/lib/charms/hydra/v0/oauth.py) lib that drifted from the charmlibs migrated package. We must update the package and add a deprecation notice in oauth lib.
