Migrate LWS charm & rock to a separate repository

Context

Hosting the lws-controller charm in the kserve-operators repository was a temporary process. We want to move all artifacts (charm, rock) to their own separate repositories.

What needs to get done

• Create a new repository named lws-controller to move the new LWS charm
• Move the lws-rock to it's own repository (named lws-rock).
• Update kserve-operators repo to remove the lws-controller charm
• Update Terraform solution in autoscaling-model-serving repository to use the Terraform module in the new repository for lws-controller.
• Update kubeflow-trainer-operator repository to use the LWS rock

Definition of Done

• The LWS charm is decoupled from the kserve-operators and kserve-rocks repository
