Passes the rock's subdirectory to `noctua rock manifest` via the new `--directory` flag, so the generated OCI Factory manifest points to the correct path.
This is required to let rocks in the `canonical/service-mesh` monorepo use the shared `rocks.just` blueprint, since those rocks don't live at the repo root.
