fix: align Node tooling dependencies

Summary

• Align package-lock.json with the current Node dependency manifest.
• Keep TypeScript compatible with @rollup/plugin-typescript.
• Add the directly imported @typescript-eslint/parser dependency.

This is a separate CI/toolchain fix for the dependency mismatch exposed while validating #1043; it is not part of the artifact/GHCR feature change.

• npm ci --ignore-scripts --legacy-peer-deps

• npm run lint
• npm run package
