Context

Integrate the rock merged in canonical/kubeflow-notebook-rocks#154

What needs to get done

  1. Replace the upstream image in metadata.yaml with the rock in main
  2. Backport the rock integration to track/1.9 branch

Definition of Done

rock is integrated and backported
