Fixed the release-bot ratchet regression on the current single-commit head 18c72ea8.

release-please reformatted MEMCLAW_AGENT_ID onto a new JSON line while leaving its legacy-name-ok exemption on the following $comment line. Because the ratchet is line-based, both the standalone gate and the CI-embedded gate treated the identifier as newly introduced. The marker now remains on the identifier line; the JSON data and plugin behavior are unchanged.

Local verification:

• ratchet report: 18 gated lines / 10 files, unchanged
• ratchet gate: pass
• do-not-touch sentinel: pass
• JSON parse: pass
• plugin build and version check: pass
• plugin tests: 481 passed
