GET /api/v2/email-queue/diagnostics，使用数据库时间的一致快照汇总全量保留队列、可执行候选、退避、租约、前序阻塞和待终结任务。失败仅返回固定安全类别；无活动证据时健康状态为 unknown，SMTP accepted 不表示最终收件。GET 不发信、不认领或重放，邮件默认关闭保持不变。Memory/PG、权限/强制改密/no-store、取消与脱敏、无副作用及 OpenAPI/双语文档验收通过。精确 head
