Release v1.1.7: fix Docker EmulatorJS fetch

Summary

• Fix Docker builds by invoking the EmulatorJS fetch script with Bash, independent of Git executable mode.
• Bump app, desktop, compose, OpenAPI, and documentation versions to v1.1.7.

Verification

• Docker image build completed and EmulatorJS loader.js was present.
• npm run format:check
• cargo metadata --manifest-path clients/desktop/src-tauri/Cargo.toml --format-version 1 --no-deps --locked
• docker compose config --quiet
• git diff --check

This follows the failed v1.1.6 Docker publish without moving its immutable tag.
