Upgrade: decap-cms-app, eslint-plugin-jsdoc, marked, react-dom, react, sass, typescript-eslint, vite

This upgrade let's us remove the immutable resolution in package.json as well as fixes our issues with the DeCap editor where it would duplicate variation sections.

yarn install and then yarn start to verify that there are no regressions. Also, verify that you can edit a page and publish it in the DeCap CMS without it duplicating sections on save. I verified with the alerts.md page by adding markdown into both the overall description and variation description.
