Raise vincentlanglet/twig-cs-fixer from ^3.0 to ^4.0 (dev tool major). All other direct dependencies already permit their latest stable release; composer update refreshes the installed set within existing constraints. Policy-locked constraints (php, symfony/*, chamber-orchestra/*) unchanged. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
