Fixes the MCP Registry's 100-character description constraint, adds a regression for it, retries PyPI sdist propagation in future releases, and adds a narrow OIDC recovery workflow for publishing an already-verified PyPI version.\n\n0.7.0 wheel and sdist are already published and publicly verified on Python 3.9/3.14; this PR does not rebuild, retag, or re-upload them. Local suite: 303 tests pass.
