Validation-only PR for openai#24453. Closed without merge because PR-based validation unnecessarily triggered the fork's full
blocking-ci/v8-canaryfan-out and created unrelated red noise.Evidence retained from the Windows runner: cmd-style
%USERPROFILE%\hook.cmdwas not expanded by PowerShell and failed withCommandNotFoundException; the PowerShell-native$env:USERPROFILEform reached the same hook executable and emitted the expected marker.Further openai#24453 validation is being moved to a push-only, issue-scoped workflow so only the Windows differential and relevant hook tests run.
