What changed

• Add an isolated cutile Conda environment to aistation-13.0.Dockerfile.
• Install cuda-tile[tileiras] with pinned cuTile version.
• Add CuPy CUDA 13 package and basic Python import/version validation.

Design

• cuTile dependencies are isolated under /opt/conda/envs/cutile.
• Existing tvm, vllm, and sglang environments are unchanged.
• Build-time validation does not require a GPU.

Validation

• Checked Dockerfile structure locally.
• Verified the branch contains only the expected Dockerfile modification.
