I think this does not require more approvals, since we agreed to skip CI for drafts during the last TMC meeting (minutes) |

Summary
This update improves the CI workflow by adding checks for draft pull requests.
I changed so that PR does not run CI when drafting.
Key changes include:
Inclusion of additional pull request event types.
Conditional execution of tests based on the draft status of the pull request.
