feat(submodules): switch kryzhovnik to wrapper fork and update build - #1

- Add root CMakeLists.txt and third_party/CMakeLists.txt for unified build/test - Add scripts/third_party.sh for install, build, test, clean, and help actions - Update .gitignore
- Update .gitmodules to point kryzhovnik to cherninkiy/kryzhovnik-wrapper-tc26 - Modify third_party/CMakeLists.txt to build submodules directly without add_subdirectory - Update scripts/third_party.sh to handle new executable paths and submodule sync - Synchronize README.md and README_ru.md with fork references and compatibility notes - Update third_party/README.md to explain fork usage for hypericum/shipovnik integration
