Reviewed: v7 is an internal ESM migration plus a bundled @actions/cache bump only — identical inputs/outputs, node24 runtime was already in v6, no cache-key or GOROOT/PATH changes, no known v7 regressions. All five setup-go usages are covered; release.yml uses the same inputs as the green CI jobs.
