docs: reflect repo state in README; extract CONTRIBUTING and ROADMAP - #48

Status, scope, and repository layout no longer claim greenfield. The endpoint surface is now tracked in ROADMAP.md (GitHub-conformant top-level file), and contributor-facing conventions move to CONTRIBUTING.md so the README stays a short landing page.

Brings the README in line with what is actually wired up on
main: drops the(planned)qualifiers from sections that are done, removes the redundantEndpointsblock, and links out to two new top-level docs.ROADMAP.md— implemented-vs-pending KAS-API surface, grouped by domain, using GitHub task-list syntax.CONTRIBUTING.md— setup, vertical-slice pattern, commit/PR workflow, code-review classification, security-report channel.
